There are two pathways to getting your Provisional (P) Licence in the ACT:
- ACT Logbook System (Competency-Based Training & Assessment)
- Driving Test at Access Canberra (Gungahlin or Tuggeranong)
If you’re under 25 years old
- Must be at least 17 years old.
- Hold any Australian learner licence for 12 months.
- Record 100 hours of supervised driving, including 10 hours at night.
- Complete the Hazard Perception Test online.
- Complete logbook assessments with a qualified instructor (Us) or book a test at Access Canberra.
- Logbooks must be fully completed and signed at your last lesson, or we cannot complete the final drive as you will be turned away at Access Canberra.
If you’re over 25 years old
- Hold an Australian learner licence for 6 months.
- Record 50 hours of driving, including 5 night hours.
- Hours from old logbooks may count.
- Complete the online Hazard Perception Test.
- Choose between:
- Completing the logbook with an instructor, or
- Booking a test at Access Canberra (after proving ACT residency).
How many lessons will I need?
- Learners with 100 hours logged typically pass with 7–12 lessons.
- Learners with little to no experience may need up to 20–30 lessons.
- Bonus: You can earn 35 logbook hours by completing approved driving courses. Search ACT Learner and Provisional driver safety optional courses.
NSW Learner Drivers: What You Need
- Record 120 hours in your NSW logbook, including 20 night hours.
- Pass the NSW Hazard Perception Test.
- Take your driving test at a Service NSW centre.
- C23 Driving School can help prepare you for the NSW driving test.
Interstate & Overseas Licence Holders
Interstate Learners
- Must prove ACT residency before attempting a test at Access Canberra.
- Once residency is confirmed, you can:
- Complete the logbook system (with an ACT licence) or
- Book a one-off driving test.
- As of 2026, there is a record of 100 hours required.
Defence Personnel (e.g. ADFA Cadets)
- You are eligible for the ACT logbook system as an interstate learner.
- Email a photo of your interstate learner licence and contact details. Access Canberra will need to see your Defence ID — contact us to find out how.
Overseas Licence Holders must complete:
- The ACT Pre-Learner Course, and
- The Knowledge Test.
Once completed, you may take the driving test, and if successful, you’ll be issued a P Plate licence (as of 1 May 2025).
Manual Driving Lessons
We currently do not have a manual vehicle, but if you have access to your own manual car:
- We can offer logbook lessons in manual, in North Canberra only.
